Dental Second Opinions in Japan: Consultation or Treatment?
You have received a dental treatment recommendation, but you would like another dentist to explain the options. Before booking, make your goal clear: do you want an opinion on an existing plan, a fresh examination, or a clinic to take over treatment? These can require different appointments.
This guide helps you prepare the right questions. It does not assess your diagnosis or recommend accepting, delaying or rejecting a procedure.
1. Choose the appointment that matches your goal
- An opinion on an existing plan: ask whether the provider offers a consultation-only second-opinion service and whether your question is within its scope.
- A new examination or treatment: say that explicitly when contacting the clinic. Do not assume a consultation-only booking includes X-rays, prescriptions or treatment.
- Continuing care elsewhere: explain that you want to discuss transferring treatment, rather than only obtaining another opinion.
For example, Science Tokyo Hospital’s dental second-opinion service reviews information from the current treating clinician without performing new tests or treatment. Its stated default is continued care with the referring clinician afterward. Osaka University Dental Hospital likewise distinguishes its formal second-opinion service from requests to transfer, undergo tests or receive treatment. These are the hospitals’ service rules, not a definition of every appointment offered by every private dental clinic. Science Tokyo, Osaka University Dental Hospital
2. Confirm that the service can address your question
Write down the decision you want help understanding: the reason for a proposed treatment, possible alternatives, or the advantages and disadvantages of the options in your case.
Do not rely on the words “second opinion” alone. Kyushu University Hospital lists dental concerns among its consultation areas, but its specialists review requests before deciding whether to accept them. The hospital may recommend a general outpatient visit instead. Kyushu University Hospital
- Does your service cover this treatment or condition?
- Can you advise on my current situation, including whether treatment has already started?
- Is this a consultation-only appointment or a clinical examination?
- Which clinician or specialty will review the request?
- What happens if the documents are insufficient or the case is outside your scope?
A second-opinion booking is not a substitute for arranging care for an urgent problem. If you need treatment rather than a planned discussion, tell the clinic and ask which appointment or service to use.
3. Ask for the required records before booking travel
The hospital services cited here require information from the current treating clinician, such as a referral document and relevant test or image records. Requirements are provider-specific. Confirm the list, submission method and deadline before requesting documents. Science Tokyo, Osaka University Dental Hospital, Kyushu University Hospital
- Do you need a referral letter (紹介状 / shōkaijō) or clinical information document (診療情報提供書 / shinryō jōhō teikyōsho)?
- Which X-rays, photographs or test results are needed, and in what format?
- Should documents arrive before the appointment?
- Are English records accepted, or is a Japanese translation required?
- How should consent be handled if someone helps me request or submit records?
Share records through the receiving clinic’s agreed channel and confirm the recipient. Keep a short personal list of the questions you want answered, separate from the clinical records. This can help keep the discussion focused.
4. Confirm the full charge and language arrangements
The formal second-opinion services described by Science Tokyo, Osaka University Dental Hospital and Kyushu University Hospital state that Japanese public health insurance does not cover their consultation fees. This does not establish the billing status of a different clinic’s ordinary examination. Ask the provider what service it is booking and how it will be charged. Science Tokyo, Osaka University Dental Hospital, Kyushu University Hospital
Science Tokyo also notes different procedures and fees for people without Japanese health insurance, including those living overseas. Confirm the category that applies to you instead of assuming a fee shown on a general page is your final total. Science Tokyo
- What is the total consultation fee, including tax?
- How much discussion time is included, and is report-writing time part of it?
- Are there additional charges for extra time, documents or interpretation?
- Can the clinical discussion and written opinion be provided in my preferred language?
- Who arranges interpretation, and must it be approved in advance?
- What are the payment, cancellation and rescheduling terms?
Language support, available dates and charges must be confirmed directly. This guide does not promise that a named hospital provides English consultations or that a clinic will accept your case.
5. Prepare questions for the consultation
- What information supports the current diagnosis or recommendation?
- Which options are reasonable to discuss with my treating dentist?
- What are the main benefits, risks and limitations of those options in my situation?
- What remains uncertain from the records you have?
- What should I clarify with my treating dentist before deciding?
- Will I receive a written opinion, and how should it reach my dentist?
Kyushu University Hospital’s published process includes an opinion for the patient and treating clinician. Ask your chosen provider what it supplies and how follow-up questions are handled. Kyushu University Hospital
Afterward, discuss the opinion with your treating dentist, including any differences between recommendations. If you decide to change clinics, arrange that separately; receiving an opinion does not itself establish a transfer appointment or acceptance for ongoing treatment.
